Move the source of truth for which Bedrock models support native structured outputs (outputConfig.textFormat) from a hardcoded substring set (BEDROCK_NATIVE_STRUCTURED_OUTPUT_MODELS) to the cost JSON via a new "supports_native_structured_output" flag.
